Every time i start the game my CPU usage in task manager goes straight up to 100% and it affects performance of other apps (once the game is started the performance of apps such as OBS are crippled until I restart the affected app) and during the game-play there is also a noticeable drop in performance compared to previous versions

The startup performance, and how it impacts other applications, is almost entirely dictated on your operating system and CPU. As this edition of Minecraft runs on the Java Virtual Machine, it has no direct control over it's influence on external programs.
