[MC-154982] Villagers sometimes only display bottom two trades and also all villagers on 1.14.2 server seem to have no AI

All villagers throughout the server do not move, and act as if they have no AI, even new villages that have been found naturally generated. There are two villagers that, due to some glitch or bug, only display the bottom/last two trading options and are "Master" trading level. This may have occurred due to removing the jobsite block, but if the jobsite block gets changed, the villager still shows the last two trading option for that job site.

What server version do they use? Vanilla/Spigot/Paper?

It's using Spigot.

This issue has been closed as invalid.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.

Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.
