When on easy, nether mobs do not spawn

Cannot Reproduce

I was going through the nether on easy mode and was unable to find any mobs and as soon as I switched to any other gamemode mobs started appearing. Pls fix

Pigmen, Wither skeletons and Blazes appear for me on that version and level
