Too fast of mouse movement

When i move my mouse more than an inch, the crosshair zooms across the screen as if i threw my mouse across the desk. This is a minecraft problem and not a mouse problem because i downgraded back to 1.14.2 and the problem no longer exists. This makes it imposible to place blocks without making mistakes. this bug is required to be fixed before the release of 1.14.4.
