unable to eat food

This problem has continued since 1.14.2. I try to eat food on my single player survival world, with no cheats whatsoever. The food is not used up, my hunger bar is not filled, but the animation for eating and the sound effects still work. I'm unable to play the game save, because I actually starve to death despite having food.
