[MC-155531] Commands don't give any feedback

It's very hard to reproduce, but here are the steps:

Generate a world in version 1.14 (or update to it)
update the world to 1.14.3
3. (very seldom) the world does not show any command feedbacks (even not in the log!)

The strangest thing is that bug only appears in a few worlds.

What is /gamerule sendCommandFeedback set to? Also, please check that your chat settings allow commands to appear in the chat.

@violine1101 it is set to true, but also nothing happens.

And what about your chat settings?

Apparently there's no "No commands, just normal messages" setting though, seems like I misremembered that.

I'm unable to reproduce this issue in a single player world. Please provide steps to reproduce the problem.

With the now attached world file I can indeed reproduce the problem. Confirmed.

Run it with all the data packs disabled/removed and see if the issue persists.
