[MC-155553] Dolphins ignore player, when player in water, and not giving "dolphin grace"

When player in water, dolphin ignoring player, randomly i may get "Dolphin grace" (Very rare) and dolphin starts follow me.

Are you in 1.14.3 or in 1.14.2?

This might be related to sprinting (Ctrl or double tap forward). I sprint, I get Dolphin's Grace, I don't sprint, I don't get the effect.
(using Java Edition 1.15.2)

I would not expect Dolphin's Grace to require sprinting. The wiki has no mention of this. (https://minecraft.gamepedia.com/Dolphin%27s_Grace)
