[MC-156020] dispenser dropping shears instead of using

dispenser with a sheep in front is dropping the shears when redstone signal is applied when is suppose to shear the sheep

Can't reproduce. You have to use a dispenser in order to work. You were probably using a dropper.

Cannot reproduce in vanilla.

This is a forge bug recently fixed.
