[MC-156185] Smooth Lighting Bug 1.14.x

Smooth Lighting provides negligible improvements to lighting. The game lighting still appears as if Smooth Lighting option was disabled.

Additionally, a side by side comparison can be seen between 1.8 and 1.14 wherein both have smooth lighting maxed out.

The only conclusion one can make is that the quality of lighting has degraded.

There is much smoother lighting in the first screenshot compared to the second. IT looks like the option does really affect the lighting.

Resolving as invalid. The difference can be seen clearly.

I added some screenshots of 1.8 and 1.14, and you can see that there is a large difference between the two.
