[MC-156337] x value is 1 off when using /fill

Say I want to fill in <-54, y, 138> through <-54, y, 136>. The result is having blocks <-53, y, 138> through <-53, y, 136> filled in. In order to get the desired outcome, you have to add 1 to the x value.

Duplicates MC-36602 (works as intended, as there is no -0)
