Observers when placed facing down, are always facing only one direction no matter what direction you are facing when you place it.

It's already facing down. What other direction can it face?

yeah, this happened to me too. my friend apparently was able to get it the "face" to turn another direction, but i didn't see before she broke the block. unsure if this is just really difficult to do, or a bug.
