[MC-156470] Minecarts accelerate super slowly and are super slow on normal Rails

The client, launcher, the server you are playing with is modified.
Issues with mods or plugins need to be taken up with their authors. If you can reproduce this issue in a vanilla environment, please let us know and we will reopen this ticket.

The only mod is Optifine (for the shaders) and this is a vanilla issue
