Villagers no longer breed as they did prior. More than enough beds/food (1.14.3)

I have a 1.14.3 village, that no longer produces baby villagers. There are currently 11 villagers: 3 farmers, 3 librarians, 2 weapon smiths, 2 armourers, and one fletcher. The villagers will no longer pick up food, so I assume their inventories are full. I've traded with them a lot; I currently have over a stack of emerald blocks. The village has 5 iron golems. There are 19 beds, so the villagers should be reproducing. But they don't, they don't give the love heart particles, and they don't reproduce. The village has a bell, and wandering traders show up all the time. But no babies. This is on a multiplayer world that has always been in 1.14.

Okay so I'm having the same problem. I set up a villager breeder with 5 villagers. they all have beds and they are all farmers. I have 2 extra beds and I have given them all plenty of food. What i noticed was happening though is that when the hearts show up and they try and throw eachother food, instead of the other villager picking it up, the same one just picks it back up and I don't know how to fix this.

Is this still an issue in 1.14.4?
