No hostile mobs spawning, Minecraft 1.14.3

There seem to be no hostile mobs spawning in my survival world, even after checking difficulty, and mob spawning is set to true. Mobs still spawn in the nether, but do not in the ordinary world, even at night time. Mojang claims this is resolved, but even in the latest release it still persists.
