when i placed acacia fences by fill command they repeatedly didn't connect together

I recreated your setup as good as I could, used fill for the acacia fences, and it worked fine for me:

Are you using any mods? What was the exact command you used? Any possible details that could be missing?

It looks like it is related to MC-135215
