This is being run in vanilla Minecraft, off a vanilla server grabbed directly from Minecraft.
Edit: I now know that the issue is tile based, not chunk based. A new repeater placed after the update right next to the components that don't work and is in the same chunk will work. It's almost as if Minecraft thinks these components are still on and will not look for an update.

After googling a ton of different keywords and phrases, I took it upon myself to check the NBT tags of the chunk the errors were located in. In the chunk, under the "TileTicks" data values, any entry's data "t" was cleared and the issue was resolved.
