[MC-157473] Mending not working

I have a diamond pickaxe made in survival mode with efficiency 5, fortune 3, unbreaking 3, and mending enchanted onto it. I've been mining a tunnel, and whenever I get exp from coal or redstone it just goes to my experience bar, the diamond pickaxe's durability meter is still slowly going down. Unsure if exp is splitting between my exp bar and the tool or if mending is simply not triggering.

Wiki: "If multiple items have the enchantment, one is chosen at random for each XP orb collected, and if the chosen item does not need repair, the XP is added to the player's total as normal, rather than choosing another item to repair."

@robbage The equipped pickaxe that I'm using with mending on it is losing durability. EXP is going to my EXP meter instead of into the pickaxe. You get exp orbs for mining redstone and coal, but they're not going to repair the pickaxe that I'm using to mine them that I'm using actively.

Do you hold/wear anything else with mending on it? Armor, etc?

@Michael Ooh, dangit. I do have mending on another piece of gear. I guess I'm just being improbably unlucky? Haven't seen any exp not go to my exp meter after 4-5 veins of coal.
