[MC-157574] World loading process will sometimes freeze the game, and not load the world

sometimes, when I generate a new world in Minecraft 1.14(.4), it will generate to a certain percentage (or even 100%) and freeze, not loading the world. It happens very often for me and will even happen when I join a world I already have made.

To generate this bug:

Make a new world, and if it works,
exit world and keep re-entering until loading process freezes
