[MC-157794] When you try break a block like grass, glass or ice (blocks that need silk touch to be collected) holding NOT a tool with silk touch but JUST the silk touch book, you can collect them

Hi, in 1.14+, if you break a block that needs silk touch to be dropped (like grass, glass and ice) holding a silk touch book and NOT a tool with it, it will be dropped, in this way you don't need to enchant a tool with silk touch because you just need the book.

Also when you break regular ice with the book you get the ice item but also a water block appears a the same time.
