[MC-158047] Spiders being ridden by skeletons don't move their head correctly

When Skeleton rides Spider,Spider can only move his head when he looks around.I took screenshot for you.

Does MC-120805 look similar? This might be the same issue, just with spider jockeys instead of pigs.

It still didin't fixed even in 1.16.3.

Can confirm in 20w51a. Feel free to use the following command to make this issue easier to reproduce.

/summon minecraft:spider ~ ~ ~ {Passengers:[{id:skeleton}]}
