Can't open crafting table at sky limit

I can place blocks at the sky limit, but can't access the crafting table if it's directly below me, but can open if the crafting table is even lower and I'm still at the highest point.

What I expected to happen was...:
Thoight I should be able to open the crafting table.

What actually happened was...:
I couldn't open the crafting table

Steps to Reproduce:
1. Build to the highest point
2. Put crafting table at the highest point you can build
3. Open
