I spawned endermen on scaffolding THAT WAS ABOVE AIR and went into survival but when i attacked them, they weren't moving even though their mouths were open, and when i pushed them off of the scaffolding, they started moving again and killed me.
What I expected to happen was...
I thought they would scream and start attacking me like always.
What actually happened was...
They stared at me with their mouths open but didn't move.
Steps to Reproduce:
1. Create a platform of scaffolding
2. Spawn endermen onto the scaffolding
3. Get into survival/adventure and anger the endermen in any way.

Alright, I tested it for myself, and I can confirm. But: That endermen don't move while you're looking at them is intended and works like that everywhere else. When you stop looking at them, they spin around like all other mobs when trying to pathfind on scaffolding. They just can't pathfind properly. But, they can still teleport away from the scaffolding.
This is the case if there's blocks directly below the scaffolding. If there are no blocks, the enderman acts as if the scaffolding was air. This also explains the behaviour in the video.
To me that says that this is just a duplicate of MC-150293. Therefore I resolved this ticket as such.
Thank you for your report anyway! It highlighted that mobs behave differently if they stand on floating scaffolding blocks.
P.S. i noticed it also works with all neutral mobs other than wolves
