My new world, I have spawned on an island, I leveled and built my house. Every so often I see from my window a Raider patrol spawn and walking on the water and are walking the other direction (open ocean).

We're actually already tracking this issue in MC-153647, so I resolved and linked this ticket as a duplicate.
If you would like to add a vote and any extra information to the main ticket it would be appreciated.
If you haven't already, you might like to make use of the search feature to see if the issue has already been mentioned.
I performed said search, came back no results found.
The previous message with paperclip pic is because I was told...

regarding 1.14.4
Ah, the bot message. You first selected "Future version - 1.14+" as an affected version on this ticket, which is supposed to be used exclusively for the developers as a Fix version. Unfortunately, JIRA doesn't allow us to prevent users from selecting that version. @unknown then selected "1.14.4" as the affected version.
