Improvement request to bump 1.14 resourcepack format number to 5 since fonts changed a lot going form 1.13-1.14. It would also allow server owners to force 1.14 server resourcepacks to players 1.14 clients by detecting with a forceresourcepack plugin which pack version needs to be used.
Forcing 1.13 packs onto a 1.14 client causes font/specialcharacter/symbol incompatibilities and because 1.13 and 1.14 are using the same pack format number. When players with a 1.14 client version join your 1.13.2 server (via ViaVersion, where as ProtocolSupport im using for for older verisons) They will notice that the special characters/symbols no longer work the way they should and bug out

Apart from that, resource packs from 1.13 are generally compatible with 1.14 regarding custom fonts; but only if the font is correctly specified in the assets/minecraft/font folder.

We're actually already tracking this issue in MC-150508, so I resolved and linked this ticket as a duplicate.
