As the title says, Wither Skeletons cannot pathfind through areas where a half slab would be directly above their head, if they are already under a half slab, they cannot move at all

1.14.4 Realm, 2 players online, in the nether (obviously) only mod is optifine which shouldn't affect mob behaviour
