[MC-158829] /locate monument not working

I am in creative and I use the command /locate monument in the chat and then the game just stops working and the only way to fix it is to power dawn and restart my pc.

Environment

I play on a laptop with an intel i5 and I play on version 1.14.4

Duplicate of MC-126244.

This can happen particularly when structure generation is turned off, or the world would not allow it to appear (e.g. a superflat world).
