[MC-158955] Aquatic Mobs dont spawn (Issue still exists on Version 1.14.4)

There is not only one fish or dolphin in ocean or rivers.

Only some rarely existing squids and turtles could be found on the map.

I know there are existing topics to that problem, but they are listed as solved.

And the listed workaround didnt work for me.

Cannot reproduce, the ocean in that world is full of fish, squid, and dolphins. I even saw spawning some in front of my eyes.

Sry for giving you that task. The reason i couldnt find fish might by i traveled too fast so that there wasnt enough time for spawning in my chunks. Thank you for your work.
