Item names don't appear while scrolling through hotbar

When you scroll through the hotbar, item names don't appear on top. Even while using the default texturepack. In 1.13, I used to experience this issue while using other resource packs like faithful. But, in 1.14.4, it happens everytime. I included a video to show you this bug.

HOW TO REPRODUCE: 1) Grab some items in your hotbar

2) Scroll through them

I don't know if it is fixed or if it only happens on Mac. Please forgive me if I didn't know that

Turn on heldItemTooltips in the options.txt file.

It should be true by default. It might have been reset by a mod or because you downgraded your version.
