If there is a bee in a nest, and you have a observer clock connected to a dispenser with shears in it, it glitches the game where the bee's pop out with their pollen and go instantly back in creating a full Bee's Nest of Honey and loops forever

I'm unable to reproduce this. However, I had a really hard time recreating what you've got there in your world, as you haven't really shown the contraption in the video. Hence I'm not quite sure whether I've got it right.

Also, I don't really see why you would need an observer clock there, a simple wire should be enough, as there can only be up to three bees in a hive at the same time.

Seems like you placed the bee hives by copying one with Ctrl + Pick Block or similar means. This is a known issue. See MC-159383 for more information.
