I had a fisherman villager that had trades unlocked up to the fishing rod. When the villager updated to 1.14, he was given a rank of "expert" (not master) and an XP bar, I would assume to level him up to unlock the new fisherman trades introduced in 1.14. I trade with him and the trades give the villager no XP, hence he will never level up/gain the new trades.
