Villagers cannot share bread or wheat in 1.14.4 no matter whatever I did. For example, placing the bed, placing job site blocks, through the night, giving them few breads or wheats. Farmer still cannot share his foods by he croped.

You can use a command to view the brain of the villager to see if they are sharing the inventory
/data get @e[type=minecraft:villager, limit=1, sort=nearest]
But it does appear that there may be an issue with villagers unable to craft bread but are still willing and able to share foods
