I haven’t slept for a while and there are no blocks above me. I’ve waited out a few nights and there aren’t any phantoms spawning. I’m also on hard difficulty.

If you could give a little bit more detail on what is happening that would be helpful but from what I've gathered you are probably playing on a server that doesn't have phantoms enabled, if you're not then I don't really know all I can really say is please supply some more information about this. Thank you!
