Built an iron golem farm that works perfectly while in the loaded chunks. It is built in the spawn chunks, however it is not active while outside the spawn chunks (not getting iron). What is the cause of this?

Is this still an issue in the most recent versions (currently that is 1.16.3, or the latest pre-release 1.16.4-pre1) of Minecraft?
