[MC-160400] Firework Rockets losing duration

When put in enchanting table ,firework rockets will lose their duration (just as a text on the name) and wont be able to be stacked with others

We're actually already tracking this issue in MC-17431, so I resolved and linked this ticket as a duplicate.
