[MC-160488] Changing delay of the repeater does not update this repeater but updates nearby blocks

If you create the repeater that should be powered but it is not updated, it stays unpowered and when you change it's delay it updates all blocks that are near this repeater(6 blocks) and the blocks that are near the air block in front of the repeater(5 blocks) but it does not update itself and stays unpowered after changing the delay

It does not happen until you use any bugs like the bug with the wet sponge or other bugs that allow you to cancel block updates

Resolved as invalid as the wet sponge glitch no longer exists.
