[MC-160899] Bottom of watered stairs looks like water.

Steps to reproduce:

1) Make a pillar of blocks

2) Put stairs on the top.

3) Block the water outflow.

4) Pour out the water.

5) Brake the pillar.

6) Look at the bottom.
