While pushing a skeleton in water, I noticed the light level of it's bow was unaffected by how deep we went in the water. I dropped some items, and got the same result. this also occured on land at night.

We're actually already tracking this issue in MC-161276, so I resolved and linked this ticket as a duplicate.
