World Border is frozen in the Nether.

So I'm trying to do things with the world border for a project, so I decided to add some compatibility in the nether. So when I first loaded into it, the world border was where it should be, good job minecraft. However if I try to change anything about the world border, it doesn't effect the nether's world border at all. My entire nether is completely unusable, because I can't mine any blocks and players will take damage all of the time. 

As far as I can tell, this is the same issue in the end
