Kelp item background texture is different when underwater. Background texture changes when the kelp is turning.
It's random, sometimes when the item is dropped it's fine, sometimes it's glitched.

We're actually already tracking this issue in MC-161318, so I resolved and linked this ticket as a duplicate.
