In versions 1.13.2 and older, when you'd fall with view bobbing turned on, your arm or any block you're carrying would go up.
What I expected to happen was...:
The viewmodel to go up
What actually happened was...:
It stayed still

I checked just yesterday and it wasn't.

Confirmed in 1.14.4 and 19w39a
Though if you ask me personally, I think it is better this way.
It is not just the hand going up but also the cursor position when falling. Look down and the cursor will be exactly where you will fall to. Before that was only the case if you turned off viewbobbing.
I'm pretty sure that was a bug that was fixed.
