[MC-162275] dispensers not breaking vines even if there is shears

i am pretty sure its considered a bug since you can dispense shears using the dispenser

and it dosent make sense if it only works no sheep ..

please fix it so we can break vines using dispensers with shears in them ..

i honestly thought i was a bug .. not a feature since you can dispense shears so i thought it not working on vines was a bug .. good to know where i can submit it now 🙂 .. thanks for the answer
