[MC-162280] Zombie Pigmen spawn zombies with SpawnReinforcements

When you hit several zombie pigmen in the nether until there is a decent quantity of them (+10) you will sometimes see a zombie spawn nearby, I believe this is due to a bug in the Spawn Reinforcements trait in Pigmen and Zombies
