The animations of blocks and tile entities appear to be rendering at a much higher rate of speed than what they are supposed to be at. I have tested this with the default and custom resource pack and both are affected. This bug is most visible with the kelp and the campfire.

We're actually already tracking this issue in MC-161851, so I resolved and linked this ticket as a duplicate.
However, that ticket has already been resolved as Fixed. The fix will arrive in the next version or is already included in the latest development version of the game.
