[MC-16249] Carpet interferes Enchanting levels

When you have a lvl 30 enchanting table with books surrounding it, you can use the lvl 30 enchantments but if you place down carpet around the crafting table, it cuts off the books making it go down to a basic enchanting table.
As seen by the pictures, the first picture has carpet and the second picture does not.

This is not a bug as for as i know, the carpets are blocks, and they block the bottom layer of book shelfs, just like snow, grass, torches, etc will 🙂
