[MC-162525] Smooth lighting sometimes isn't very smooth

This is especially present at the trunk of some trees, and it seems to be most harsh in the west direction.

I would consider this a duplicate of MC-71767 but I'm not going to close this yet, since this has Mojang priority and MC-71767 doesn't. But it Definitely relates to it!

I cannot seem to reproduce the same result shown in the attached image (even if the white concrete is grass, the block does not change it).

Can you still reproduce the issue first shown in this report? If you can, please attach an updated screenshot.
