Placing torches in water causes serious lag and stuttering

Doesn't look fixed to me in 19w41a. FPS drops from 60 to under 30 when placing a torch underwater plus stuttering/short delay.

Same here: Look at the spikes

Appears to be fixed for me in 19w45a. Someone else please check.

I can't reproduce this behaviour either. Closing this issue as Fixed for now.
Please reopen if the issue persists or shows up again.
