[MC-162688] Narrate Chat Option Doesn't Narrate Anything

My peripheral vision is, so I use the narrator to narrate chat for me but it only narrates chat on 'Narrate System' or 'Narrate all' options, it doesn't actually narate chat on the option called 'Narrate Chat' Please fix, thank you for your time

What's your operating system?

Also, are you on a server? If so, what server are you on, and what server software does it use?

I'm playing on Windows 8.1 and experiencing the same issue on Minehut.gg but not on the shotbow server. Narrate system does work though.
