Cannot place where item frame used to be

So I placed an item frame but I removed it. Now it acts as if it is still there. Video attached shows this.

Placed an item frame.
Removed the item frame (it had blue concrete in it) by placing a block on top of it.
Removed block once item frame popped out
Tried to place a block there. Acted as if i wasn't looking at anything.
Only seemed to happen in one space (62 3 -315). Very weird.
