Kelp naturally generates with 'age' too low

Problem:

Natural Kelp grows too tall, often all reaching the surface and causing flat looking oceans rather than with kelp of varying heights (as intended by the "age" blockstate mechanic).

 

Details:

A planted kelp has a max height of 0-25 blocks, as determined by its "age" data value, whereas natural kelp can be anywhere from 1-50 as they can already generate with 0-25 kelp blocks below them, and generate with a random age (0-25). This often resulting in a large portion of kelp forests that grow all the way to the surface within a few hours, resulting in an unintended, unnatural flat appearance to oceans.

 

Suggested Fix:

Naturally generated kelp tops should start at max age (25) or at the least very close to it (20-25).
