[MC-162939] Portal Pigmen won't spawning one sliced portal

Portal was able to search block below them in order to spawning

pigman, this feather was used on overworld pigman farm.

however, this is changed in minecraft 1.14 and broken overworld

pigman farm design consider new anger mechanism change.
